Randall Easter

Mr. Easter is an electronics engineer at the National Institute of Standards and Technology’s Computer Security Division. Mr. Easter holds a bachelor’s degree in Electrical Engineering from Pennsylvania State University. He was a senior engineer at the IBM Corporation in Poughkeepsie, NY for 23-years. He was a hardware design engineer for S/390 processor development and lead hardware design engineer for the S/390 vector co-processor and S/390 cryptographic co-processors. As lead senior design engineer for cryptographic hardware development; he designed and developed the first FIPS 140-1 validated Level 4 single-chip cryptographic coprocessor (Certificate #40). He was awarded twelve US patents while at IBM. After joining NIST in 2000, Mr. Easter held the position of Director of the NIST Cryptographic Module Validation Program for eleven years from 2003 to 2014. As Director of the program, his duties included report review and validation of cryptographic modules; ISO 9000:2000 certified lead auditor; NVLAP Cryptographic and Security (CST) Testing Laboratory quality and technical assessor; editor of FIPS Pub 140-2, FIPS 140-2 Derived Test Requirements (DTR), FIPS 140-2 Implementation Guidance (IG), CMVP FAQ’s, CMVP Management Manual, ISO standards development, and CMVP web site maintenance. Currently Mr. Easter is the technical expert and principal editor or co-editor of two ISO technical specifications and three ISO standard revisions in process.. He is the editor or co-editor of nine published ISO standards and two published technical specification.
